President Jean Ney called the meeting to order at 8:00 A.M.Jean welcomed everyone to the KMEA June Board Meeting.Each District President shared their background in music education. |

III. Announcements & Introductions |
i. 2007 KMEA Board Jean welcomed and thanked the affiliate representatives for attending today’s meeting, noting how important it is to share what is discussed and voted on with their constituents within their respective organizations. ▪ Jean welcomed Gary McCarty, Mike Connell, and Craig Manteuffel as the new district presidents on the KMEA board.Jean also welcomed Jessica Johnson as the new CMENC president.Prior to the open discussion held on Friday, June 8, 2007, Jean held a “New Presidents Bootcamp” explaining the many factors of KMEA and how they will be involved during their venture on the board.During the Open Discussion held on Friday, Jean read through the draft of the KMEA 2007-2009 Strategic Plan.She asked the board to prepare a motion to accept the plan or to recommend changes as needed. ii. Communications ▪ Jean encouraged everyone who has not done so, to sign up to receive the KMEA Electronic Newsletter, noting how easy it is to signup and how valuable this newsletter is, to receive the latest news within the KMEA organization. ▪ Jean reminded everyone that any communication additions/changes regarding the Kansas Music Review (KMR) always need to be submitted to Troy Johnson, Webmaster and Harold Popp, KMR Editor.Contact information should be sent to Troy and KMR sidebar information goes to Harold.Mentoring and Advocacy Chairs should be added to the sidebar information. iii. On-going Activities: ▪ MENC Centennial Celebration- in Keokuk, Iowa, May 31-June 1, 2007.Jean attended. The Executive Committee will attend the celebration in June at Walt Disney World-Orlando. ▪ All American Marching Band – Nominations due date - September 23, 2007. Randy was asked to take a look of the list of statewide band students that were sitting first chair and were juniors to consider for nomination purposes.MENC has asked for additional nominations. ▪ The next KCOMTEP (Kansas Conference Of Music Teaching Education Professors) Meeting will be held September 23-24 in Wichita.Location is to be determined. iv. ISW 2008 Announcements: ▪ Dr. Lynn Brinkmeyer, MENC President – will be attending the 2008 KMEA In-Service Workshop (ISW).She will be presenting clinics on Friday and Saturday of the Workshop.It was noted that Lynn is a graduate of Kansas University. ▪ The 2008 ISW will focus on relationships (Standard 8: Understanding relationships between music, the arts, and disciplines outside the arts.) v. Kansas Arts Commission Grants ▪ Jean shared KMEA has once again applied for an Operations Grant, which is based on the organization’s budget. Technical Assistance Grant.Neither one of these grants are competitive grants.The monies from these two grants equal about $10,000 a year, which helps out tremendously with the KMEA budget. vi. 2008 ISW President’s Concert ▪ Brad Vogel will be chairing the committee for this event.The President’s Concert takes place on Thursday night of the ISW. The main event will be the East Hill Singers, Arts in Prison, which is a men’s prison chorus from the Correctional Facility of Lansing, Kansas.Male chorus members from Tabor College, Bethel College and the Mennonite Men’s Choruses of Kansas and Kansas City as well as other volunteers will also participate.The public will be invited to attend. vii. Other Announcements John Taylor asked everyone to check the directory printed from the website on pages 5-11 in the board book.If any corrections need to be made, make sure Troy is notified. John shared he attended Kansas Governor’s Arts Awards in Topeka on Thursday, June 7, 2007.He proudly announced Jean Ney received the Arts Advocacy Award, congratulating her on the prestigious award. |

| IV. Reports |
a. Executive Committee President, Jean Ney noted her report stands as written.Read report in full on page 19 of the Board Book. President-Elect, Mike Quilling reported his report stands as written.Report on page 20. 103 KMEA members submitted performance recordings for consideration for the 2008 ISW.He noted all but one of the co-chairs for the state groups have been filled. Mike handed out a summary of the MENCF online webinar he attended on March 21, 2007, “Getting Mileage Out of the Media”.The goal of this program was make PR work for you.Mike will be representing Kansas at the MENC SW Division Symposium in Urban and Rural Schools in Dallas, June 10-13. Vice-President, Rick Ives gave a brief verbal report of KMEA duties he has participated with the past few months.He noted it is again a pleasure to be in the vice president position. Executive Director, John Taylor announced that his report stands as written.Full report on page 21.Financial report will be presented at the August Board meeting.John explained the current turmoil of scheduling with Century II and how it will affect our organization if they privatize. He noted Century II would now be the ones to sell tickets to the final concerts at the ISW.Due to that change, ticket sales might be raised one or two dollars.He explained the proposal to increase the amount we pay our State Festival Conductors from $500 per day to $600 per day.He believes this will make Kansas above the national average in pay for these events. b. District Presidents Northeast District - Avian Bear announced her report stands as written.Page 22.Avian reported their district would be implementing a new vertical format for their mini-convention.Three different venues close in location will be used for choir, band and orchestra rehearsals and performances due to the continued growth within their district. Southeast District – Gary McCarty, President noted his report stands as written.Page 23.Gary shared he has retired from teaching. North Central District – Dennis Brooks reported his report stands as written.Page 24.He shared due to a conflict with scheduling, the district is looking for a new location for the Elementary Honor Choir Clinic scheduled for early 2008. South Central District - Mike Connell handed out his report.He shared he will now be teaching at Goessel.His current email address is deanconnell@att.net. Northwest District – Craig Manteuffel stated his report stands as written.Report on pages 25-26.He shared the dates and locations for both of their district’s mini-conventions.Craig noted the NW District voted to raise their fees for student participation to stay in line with the increase of what they pay their clinicians, accompanist and scholarships.The NW District summer board meeting is slated for July 24th in Hays. Southwest District – Shawn Martin stated his report stands as submitted. Report on page 27.Shawn noted that the SW District would now be using the State wind and percussion audition music for district auditions to better prepare students to audition for the KMEA Festival bands. CMENC President – Jessica Johnson reported she is still getting acquainted with the position.She stated she plans to create a plan for each chapter to help with recruitment strategies and hopes to add on a few chapters throughout the state.The board verbally thanked Nathan for all his help in mentoring Jessica with her position. Kansas CMENC members are approximately 350 strong. During the open discussion, Jessica proposed to initiate an annual Kansas CMENC Chapter of the Year Award.The purpose would be to recognize the successful activities of CMENC chapters in Kansas, based on a chapter’s outstanding leadership, activity, and its significant contributions to music education at their school, in their community, and across the state.Jessica handed out a draft of how the award would be determined and the criteria to meet.She also handed out a draft of CMENC By-Law changes requesting action by the Board. Webmaster, Troy Johnson gave a verbal report.He said he is still working on items from the February report, primarily all that is involved with changing servers.Troy stated the clinic proposal form is now online and has received 15 proposal requests to date.He asked the board regarding the directive from a previous board meeting about establishing a jobs listing on the KMEA website. d. Festival Ensembles Manager Report, Randy Filmore – Live auditions will be held at Salina Central High School.Audition dates were discussed.The registration process will be revised so auditions will begin at 9:00 AM.This is due to the possible increase of students auditioning with the addition of the 1234A State Festival Band.1234A and 56A auditions will be mixed.The results will not be posted at the site to give those tabulating the results time to assure accuracy especially when a student has tried out for more than one area/instrument.When the results are finalized, Troy will post them on the website. Randy shared the Festival Ensemble Committee is working on a philosophy statement, mission statement, and goals for the Festival Ensembles.He also shared a draft of the interpretation of audition eligibility and participation for State-Wide ensembles, including the rules and regulations for all parties involved in KMEA festival groups.These drafts were reviewed with a few changes recommended. e. KSHSAA Festival Committee Report, Dana Hamant – Dana handed out a report of issues the committee is working on.Regarding the Adjudication Form, both teachers and adjudicators have provided suggestions for adjustments, however, no changes will be made for 2007-2008.It was noted that the new format is a wonderful teaching tool for both students and teachers.Dana briefly discussed memorization, scheduling of large group festivals, percussion ensembles, and large group ratings. f. KSDE: Jean announced workshop opportunities to attend.Standards Based Teaching Workshops: Strengthening Your Instructional Techniques Dates and locations: Lawrence, KS on June 14-15 and Andover, KS on July 9-10, 2007.These workshops are funded and hosted by Kansas State Department of Education. The workshops will focus on utilizing multiple teaching strategies to help you strengthen your instructional techniques in the music classroom. g. KCDA – Brad Vogel announced their Summer Convention would be held on July 12-14, 2007 in Topeka. h. Kansas IAJE – Lisa Hittle noted their organization is working toward being more compliant with the other state entities. i. KASTA – Rebecca Meis announced their summer conference would take place June 20-23 at Baker University.She noted finding and retaining string teachers remains a big concern. j. KBA – Dana Hamant reported their organization is working on gathering data on athletic bands, i.e., how many performances a year their school requires their athletic band to play, etc.Data to date is incredibly varied, but the committee has not received enough data to pursue the matter.The KBA Summer Convention will be held on July 12-14, 2007, Wichita.He shared highlights of who will be giving clinics. k. Advocacy, Bob Lee handed out a Music For Life project report and announced the Music for Life, 2007 DVD is still available for purchase.Bob will be leading the Advocacy part of the strategic plan, which will be pursued further with the Strategic Plan Committee assigned by Jean. |

CMENC: Chapter of the Year |
Mike Connell moved that there be established an annual Kansas CMENC Chapter of the Year Award, and that it be presented by KMEA and the State Chapter of Kansas CMENC.Dennis Brooks seconded the motion. Discussion: It was asked who would be in charge of gathering nominations?Will there be a committee established to take care of selection? Avian moved to amend the motion to read, “I move that there be established an annual Kansas CMENC Chapter of the Year Award, and that it be presented by KMEA and the State Chapter of Kansas CMENC as stated in the proposal by CMENC”.Craig Manteuffel seconded the motion. No further discussion was held. |

CMENC Constitution |
Jessica Johnson moved that the revised CMENC Constitution, which was approved at the CMENC luncheon, be approved by KMEA.Craig Manteuffel seconded the motion. |

District Boundaries |
This agenda item was briefly discussed due to the large growth of number of students primarily in the northeast district.The goal would be to re-establish new boundaries of the six districts or to possibly add another district.It was noted that it would be vitally important to gather opinions of those primarily in the Northeast District regarding this matter. |
Avian was directed to share this matter with her constituents in her district. |

Award Guidelines |
Gary McCarty moved that nominations for State Administrator of the Year be valid for the year of the nomination plus the following year.The nomination will no longer be in effect if the administrator is selected for the award or if the administrator changes positions.Avian Bear seconded the motion. Discussion:It was clarified that “changes positions”, means if the administrator leaves the school district, which he/she was nominated or changes positions within the school district in which they were nominated. Shawn Martin moved that the Bob Hollowell Scholarship be awarded to a college junior who is a member of CMENC.Avian Bear seconded the motion. Discussion:It was clarified that the recipient must be a music education major. Gary moved to amend the motion to read, “I move that the Bob Hollowell Scholarship be awarded to a college junior who is a member of CMENC and who is a music education major.Mike Connell seconded the motion. Craig Manteuffel moved that we rescind the State Outstanding Music Educators rule #3.This rule states: Nominations will remain in an active file for three consecutive years.Dennis Brooks seconded the motion. KMEA Hall of Fame nomination process was discussed.Anyone can nominate a person for this award.The person who nominates must fill out an application, gather a resume and biography, and ten letters supporting the nomination of this candidate. The person who nominates is responsible to gather all this information.The person(s) who nominated the chosen candidate(s) will be notified that their nominee was selected. They will then notify their candidate. |

Craig Manteuffel moved that the KMEA State-wide live auditions will be held the first Saturday of January and the second Saturday of January will be the alternate weather date.The Executive Council will make changes to these dates as needed.The audition date will be announced at the February Board Meeting during the ISW.Mike Connell seconded the motion. |

Shawn Martin moved to accept the draft of the State-Wide Ensembles philosophy statement, mission statement, and goals as corrected.Craig Manteuffel seconded the motion. |

Handbook – festival attendance |
Mike Connell moved that the KMEA Board authorize the release of varsity basketball players from the state festival rehearsals to participate in their Sub-State basketball tournaments.Players’ participation must be verified by their school’s administrator, and they must be listed on the official KSHSAA roster form for the tournament.The school’s administrator will send a copy of the official KSHSAA tournament roster from to the Festival Ensemble Manager.Avian seconded the motion. Discussion:It was asked if the is the 1A regional rule was still in effect?Yes.The district presidents noted this was a very difficult topic, which was given careful and lengthy consideration.It was discussed how this would affect students and the ensembles. |

Dennis Brooks moved that KMEA recommend to KSHSAA that we continue the current memorization requirements for Solos and Ensembles Festivals.Avian seconded the motion. |

Strategic Plan |
Jessica Johnson moved to accept the 2007-2009 Strategic Plan as written. Gary McCarty seconded the motion. Avian Bear and Mike Connell will serve on the Music Advocacy committee.Shawn Martin and Gary McCarty will serve on the Recruitment and Retention committee.Dennis Brooks and Craig Manteuffel will serve on the Professional Development committee. |

Final Concert Proposal |
Dennis Brooks moved that the State Festival Groups would have individual final concerts beginning with the 2008 ISW.Avian Bear seconded the motion. Discussion: Rick shared that he felt the proposed change was taking place far too quickly.KMEA constituency has had no input into making this change.A public relations tool as strong as the concert finale deserves more consideration. Avian recommended trying the change one year to get feedback.Need to look at the whole picture of how it affects, students, teachers, and parents. Jean clarified this has had to change with the addition to the 1234A Band to make it successful.Every festival group needs to be treated fairly.This is mainly a facilities issue, to give the conductors a quality venue to perform in. It was noted that the logistics couldn’t be the deciding factor.The district presidents noted they do not know how their peers feel in their districts. |
