President Dee Hansen called the Kansas Music Educators Association Inservice Workshop Board Meeting to order.

Minutes from the August 12, 2005 board meeting were reviewed by all present. Mike Quilling moved to accept the minutes as written. John Nottingham 2nd the motion.

| Announcements/ Introductions |
Dee welcomed David Circle, MENC President to the In-Service Workshop.
David shared a few highlights from the national level:
- The National Anthem project is growing in support from many organizations.
- New task force looking at government relations issues.
- MENC’s Centennial – 100 years old. In December 2007 a music education summit will be held in Orlando, Florida.
- A task force is working on issues within the Partnerships Review Committee.
- There are 78 different sub groups within MENC working on many different topics and issues.
- He stressed the need of informative communication, encouraging everyone to work on improving communication on all levels.
Dee thanked David for addressing the Kansas Board, noting what incredible leadership we have within the state.
National Anthem Project - Dee thanked Todd Hollis for working so hard work on the National Anthem Project. A high energy mobile classroom will be set up in the Convention Hall today from 11:00 to 4:00 PM. A few members of the board will excuse themselves a little before 11:00 AM to attend a media press event for the project.
Upcoming Advocacy Events - Bob Lee distributed flyers about Kansas Citizens for the Arts. Kansas Arts Day is March 9th at the State Capital in Topeka. He encouraged everyone to come and fill up the capital with the arts. In the evening of March 9th
from 7:00 – 9:00 PM, the three Public Radio Stations across Kansas will collaborate in a state wide pledge drive event focusing on the value of music education and what it does for the citizens and for the kids in our schools.
Bob announced that five of the six districts have advocacy chairs to help promote events of the arts.
All board members were asked to inform Bob of any address/phone/email changes so these will be made within the next issue of the Kansas Music Review as well as the Board Book.

President Dee Hansen, Board Book page 18-19. Report stands as written. She shared the board has accomplished nearly all the goals from the March, 2005 Strategic Plan focusing on advocacy, recruitment and retention, professional development and other organizational issues. Dee noted the increased offerings for the Middle Level.
President Elect Jean Ney, Board Book page 20. Report stands as written. Jean stated she is very proud of the staff for future years. She welcomed the present and festival chair elects that were present.

KMEA Executive Director, John Taylor, Board Book, pages 22-23. Report stands as presented. John publicly thanked the administration staff on the board.

John Nottingham, Northeast District hand delivered his report. Report stands as written.
Dr. Martin Dunlap is the advocacy chair for the NE District and Marilyn Foree is the mentoring Chair. The President Elect is Avian Bear.
JoNell Delacour, Southeast District, Board Book page 24-25. Report stands as written. She announced their district board decided to look at another venue for their SE District Mini-Convention, which JoNell announced they did find another venue.
Chris Richmond, North Central District, Board Book pages 26. Report stands as written.
He proudly shared their district is about halfway to their goal of permanent funding for the North Central District Future Music Educator Scholarship. Dee thanked Chris for his leadership of the New Teacher Luncheon and his input in the revised adjudication format.
Todd Hollis, South Central District, Board Book page 27. Report stands as presented. He reported their district is working on several logistic issues regarding their mini-convention.
Johnny Matlock, Northwest District, Board Book page 28. Report stands as written. He was proud to announce they awarded four $300 scholarships to future music educators. The membership approved increasing this to three scholarships of $500 each. The Northwest District was proud to partner with the South Central District and Senseney Music in a PSA campaign with KAKE TV to promote music in our schools. Dee announced Johnny’s high school choir will be singing at Arts Day at the Capital.
Mike Quilling, Southwest District, Board Book page 29. Report stands as written. Mike announced their district passed a motion to use the KMEA State Music for the district high school instrumental auditions. Mike publicly thanked Todd Hollis and Denny Senseney for organizing the advertising spots.

Sara Stecklein, Board Book page 30. Sara shared that the new format of KCOMTIP along with the day of workshops at Senseney Music was very successful. A record number of CMENC students attended the event. She was also happy to share there was a record number of CMENC students attending the Inservice Workshop this weekend.

Harold Popp, KMR Editor, Board Book page 31. Report stands as written. Harold reminded everyone to get corrections, i.e. new addresses, phone numbers, etc. to him as soon as possible for the side bars to be correct. He shared it is necessary to notify the MENC national office of address changes as he has nothing to do with address labels for the KMR.
Robert E. Lee, Advertising Manager, Board Book page 32. Report stands as printed. Robert shared an overview of Advertising in the first three issues of the Review for this school year.
Troy Johnson, Webmaster, Board Book page 33. Report stands as written. Troy stated the KMEA website traffic continues to build daily. He announced that 100% of the KMEA forms are online. The online registration for state festival groups went much better this year. Dee as well as the entire KMEA board thanked Troy for the endless hours he spends on the website.
Don Corbett, Exhibits Manager, Board Book page 34. As Don was not able to attend the board meeting, John Taylor gave a short report. There are 167 booths at the Inservice Workshop. There are 17 new exhibitors. Four booths will be open to handle emergency instrumental repairs throughout the workshop. John thanked Don for the endless hours he spends on encouraging more participation of exhibitors at each year’s in-service. The money collected from exhibitors helps pay for a large percent of in-service expenses.
Michelle Postier, Registration Manager, Board Book page 35. Michelle reported that at this time 757 people have registered. Of that number 693 are members (14 retired), 64 are spouses (7 retired). 252 people registered online with a credit card, 432 mailed in the online registration form, 56 sent in the magazine form, and 17 had no form at all. Dee welcomed Michelle in her new role of Registration Manager.
Kevin Findley, Local Arrangements Manager, Board Book page 36. Report stands as written. Kevin introduced his assistant, Steve Bixler who will be helping with the move-in, setup, and tear down of all clinic rooms and performance areas. A round of applause from everyone was shared thanking Kevin for all he does to make the workshop run very smoothly.
Randy Fillmore, Festival Ensembles Manager, Board Book page 37. Report stands as written. The tentative date for instrumental live auditions is Saturday, January 6, 2007 with the alternative date of Saturday, January 13, 2007. The board approved this date. Randy stated the matter of participation from virtual and home schooled students is being addressed.

Craig Gray, Festival Band Chair, Board Book page 39-40. Report stands as presented. Craig announced Barry E. Kopetz is the State Festival Band Clinician. He also shared statistics of the live instrumental auditions that were held at Salina Central in January.
Greg Bontrager, Festival Choir Chair, Board Book page 41-42. Report stands as written. Greg reported Dr. Andre Thomas from Florida State University is the Festival Choir clinician. He introduced Dr. Cindy Shepard, from Olathe South High School as the State Choir Assistant Chair. Greg stated he would like to see more participation from smaller schools to audition for the State-wide Festival Choir. The 2007 State Choir Clinician will be Jeffrey Redding, from Florida.
Keith Woolery, Festival Jazz Chair, Board Book page 43. Report stands as written. Keith reported this year’s clinician is Miles Osland, University of Kentucky. Next year’s clinician is Dr. Willie Hill. The next Festival Jazz Chair is Bill Thomas.
Marcus Dowty, Festival Orchestra Chair, Board Book page 44. Report stands as written. Juan La Manna is this year’s clinician. Marcus shared the introduction of rotating audition materials for strings began this year. He spoke briefly about factors both good and bad regarding posting live audition results the same day. He recommended that perhaps a time delay would be well advised to insure accuracy and prevent embarrassments for KMEA.
Marlo Zumbrunn, Middle Level Choir Chair, Board Book page 45. Report stands as written. The 2006 Festival Choir is the firsts Middle Level auditions choir for KMEA. She shared the breakdown of participants by district. A roundtable will be held on Saturday of the in-service to address the audition process and share all ideas that would expedite this process. The clinician for this year’s choir is Dr. Rollo Dilworth, Chicago.
Martha Gabel, Elementary Chair, Board Book page 46-47. Report stands as written. Martha encouraged everyone to attend the many clinic sessions that are scheduled for the in-service. Greg Gilpin will present clinics on the use of American Sign Language with music performance and education. Dr. Will Schmid and Jennifer Hartman will demonstrate World Music Drumming and how it is used in the classroom.

Robert E. Lee, Advocacy, Board Book page 48. Report stands as written. Robert encouraged all to attend “Arts Day at the Capitol”, which is hosted by the “Kansas Citizens for the Arts” on March 9, 2006. Also on March 9th a statewide broadcast on our PBS stations of “In Harmony: Music for Life”. Robert thanked Ron Chronister who has led the KMEA efforts to coordinate this event.
Catherine Mallett and John Huber, CMENC Advisors, Board Book page 51. Cathy announced there are 452 active CMENC members in Kansas, which 257 of them are registered to attend the in-service. Cathy thanked all the CMENC advisors who work so diligently with the CMENC chapters.

Dana Hamant, Festival Chairman, Board Book page 52. Report stands as written. Dana reported the new adjudication forms are nearly finalized at this time, leaving open the possibility of some minor adjustments during and after this convention. If approved, they will be presented to the KSHSAA this spring with the understanding that they will gather information from teachers and adjudicators the next couple of years with the intent of finalizing the present sheet or making the needed adjustments.
Toni Libhart, Historian, Board Book page 53. Toni was not present at the board meeting to give an oral report.
Joyce Huser, KSDE Consultant, Board Book page 54. Joyce shared the tentative dates and locations for the 2006 Kansas State Department of Education Summer Academies. The Speaking, Viewing, Listening standards (Standards 1-5) are being revised. Once approved by the State Board of Education, trainings of them will be offered at state organization gatherings.
Reggie Romaine, KSHSAA Consultant, Board Book page 54A. Reggie reported the KSHSAA Executive Board is again addressing issues of virtual school students. This issue was last visited by the board in 2001.
Marylyn Bell / Holly Taylor, Mentoring, Board Book pages 55-56. Marilyn shared the Mentoring Project took a new direction this year with the appointment of District Mentoring Contact Chairs to facilitate the identification of new teachers in each of the six KMEA districts. The goal is to identify all first-year teachers and match them with qualified mentors by August 1st. She thanked Chris Richmond for his tremendous help with the 2nd Annual First Year Teacher Luncheon scheduled during the in-service.
Don Buhler, Membership, no report in Board Book. Don was unable to attend meeting.
Pam Smith-Kelly, Middle Level Chair, Board Book pages 57-58. Pam reported there are 38 middle level clinics and concerts featured during this year’s in-service, representing vocal, band, orchestra and general music. Dee thanked Pam for accepting this new chair position with the KMEA family.
Rebecca Tincknell, MIOSM, Board Book page 59. Report stands as written. Rebecca announced that the Music In Our School Month World’s Largest Concert is scheduled for March 9, 2006. She stated her future goals are to pass out information to all the six district mini-conventions so that teachers will have information sooner, encouraging more teachers to become involved.
Chris Johnson, Research, Board Book page 60. Report stands as written. Chris encouraged all to attend the Research Poster Session.
Ken Shaheen, Retirement, Board Book pages 61-62. Report stands as written. Ken shared his goal is to keep the retirement list updated. Dee welcomed him to the Hall of Fame.
Julie Groom, Small Schools Consultant, Board Book page 63. Julie reported there will be two sessions focusing on small school issues at the in-service workshop. One will be a panel discussion involving teachers who have enjoyed success on the small school level. The second will be presented by Mike Quilling sharing tried and true ideas that really work when working with bands in small schools.
Jana Fallin, Society for General Music, Board Book pages 64-65. Report stands as written. Jana was pleased to share how some schools in Kansas are adding general music to middle school and high school curriculum, i.e., guitar, hand bells and African drumming. She thanked KMEA for supporting general music through sessions at KMEA each February.
Terry Barham, SMTE Representative, Board Book page 66. Terry was not present at the meeting.
Gae Phillips and Don Wooge, Tri M Honor Society, Board Book page 67. Gae reported there are over 100 students registered to attend the Tri-M conference here tomorrow (2.24.06). She was excited to announce an effort to create a bridge between CMENC and Tri-M. As of January 2006, there are 18 active Tri-M chapters in Kansas.

Lori Lindshield-Mckinney, KASTA President, Board Book page 68. Report stands as written. Lori announced the National ASTA Conference will be held in Kansas City, March 8-11, 2006. KASTA is over 200 members strong.
Dana Hamant, KBA President, Board Book page 69. Report stands as written. Dana announced dates for the KBA Convention in Wichita, July 12-15, 2006. Some of the clinicians include Mike Steinel of North Texas State University, Johnnie Vinson of Auburn University, Andy Clark from Barnhouse, and Robert Morrison of Music For all Foundation.
Brad Vogel, KCDA President, Board Book pages 70-71. Report stands as written. Brad reported the KCDA Summer Convention will be held at the Topeka Holidome, July 7-9, 2006. Featured clinicians include Andre Thomas of Florida State University, Weston Noble of Luther College, Don Collins of University of Central Arkansas, and Betsy Weber of University of Houston. Brad thanked the Festival Committee for addressing the rubric format to make it more “choral friendly”.

| Festival Manager Proposals |
KSHSAA Adjudication Rubrics/approval of rubric format: Dana stated there might be a need to tweek the forms if needed. This material will be presented to KSHSAA this spring. Chris Richmond made a motion to present the proposal from the Festival Committee to KSHSAA this spring allowing the committee to tweek the wording if needed prior to presentation. John Nottingham 2nd

John Taylor reported this task has been completed. Will be saved on a disk and stored in a safety deposit box. |
| Small Schools Band |
Small School Committee is studying the possibility of establishing a small school state wide festival band. He will present material on this matter at the June Board Meeting. |
| Listening Categories |
Jean reported the committee assigned to look into restructuring the categories for performing groups is still working on this project. This matter will be addressed at the June Board Meeting. |
| NEW BUSINESS |
| KMEA Handbook Revisions |
Vice President Rick Ives shared that Section 3 of ARTICLE VI- ELECTIONS (pg 10) of the KMEA Handbook includes two statements that had not been voted on, that must be removed. A new statement must go to the entire state membership to include proper language about election ethics. Statements to be removed are the last two sentences, “Campaigning will not be allowed. Positions may be expressed when requested but shall not be given voluntarily or unsolicited”.
A statement written during the August Board Meeting shall be published to be voted upon to align election ethics with MENC.
